Flood insurance in Florida: NFIP, private flood and the Citizens requirement

By the Florida Coverage Compare editorial team · Last updated

The short answer

Standard homeowners insurance in Florida does not cover flood damage. Flood coverage is a separate policy, from the National Flood Insurance Program (NFIP) or a private insurer. NFIP policies usually take 30 days to start, so buying when a storm is already forecast is often too late. Most Citizens policyholders must carry flood coverage by January 1, 2027.

Why you need a separate flood policy

Homeowners policies cover wind, but rising water from storm surge, heavy rain or overflowing rivers and lakes is flood damage, which requires a flood policy. In Florida, inland homes flood too: Hurricane Ian's rainfall flooded neighborhoods around Orlando in 2022, far from the coast.

NFIP vs. private flood insurance

Either type can satisfy the Citizens flood requirement if it qualifies, so it's worth comparing both.

  • NFIP: the federal program, sold through insurance agents. Standard 30-day waiting period before coverage starts.
  • Private flood: offered by private insurers. Limits, pricing and waiting periods vary by company.

The 30-day waiting period

According to FEMA, NFIP flood policies typically have a 30-day waiting period between purchase and the effective date. There are exceptions, such as a policy bought in connection with a new mortgage, which can start on the loan date. Damage during the waiting period is not covered.

The Citizens flood requirement

Florida law is phasing in a flood requirement for Citizens Property Insurance. The requirement started with higher-value homes and expands by January 1, 2027 to most Citizens personal residential policies that include wind coverage. Citizens may decline to renew a policy that doesn't meet it.

Check your flood zone

FEMA's Flood Map Service Center shows your flood zone by address. Homes outside high-risk zones still flood, and their flood premiums are often lower.
